Good evening, Ladies and gentlemen,
The 24th General Assembly of the UNWTO, which we are proud and happy to host here in Madrid is, undoubtedly, an event of great significance for world tourism, and ─as you can well imagine─ a particularly important one for Spain. We all know that the context of recovery, after the Covid-19 pandemic ─the end of which we have not yet seen─, certainly marks the tourism sector’s current focus these days. But also, issues like the need to plan properly for the future, to recover in a renovated way and to meet all the new demands and sensitivities that are rapidly determining what customers seek, what investors look for and what societies are willing to accomplish.
In 2020 tourism underwent the worst crisis in its history, after such a solid and positive trend for so many decades. And this General Assembly is therefore taking place at a difficult time for the sector, which is still suffering the many consequences and complications caused by the pandemic. Every country and every society has suffered its serious impact, compounding many of the previous ongoing challenges and creating new ones.
Because of the pandemic, Morocco was not able to host this General Assembly in Marrakech, as initially scheduled. I would like to express both our gratitude to Morocco for allowing Spain to hold this edition, as well as our friendship in these difficult times for all of us.
So, ladies and gentlemen, being able to meet here this evening and also during the coming days —to address strategic issues for tourism— is, as I said, very special for Spain, not only due to our high relative weight in this sector: actually our country has not held a UNWTO General Assembly since 1987, 34 years ago. Therefore, we are greatly pleased to welcome you to our country and, specifically, to Madrid. As I stated last January at the meeting with the Executive Council, “our commitment to tourism is firm and constant”, and the holding of this General Assembly is but a clear confirmation of this fact.
We hope that the working sessions that will begin tomorrow are most fruitful and help to identify every opportunity to promote tourism, a pillar of growth in these complex circumstances.

Decía antes que esta era una ocasión especial para España por el tiempo transcurrido desde la última Asamblea General. También lo es por la trascendencia que tiene el turismo para nuestro país: Importancia económica, porque representa el 13% del PIB y del empleo y es un sector muy dinámico del que forman parte muchas empresas españolas líderes en su sector a nivel internacional; pero también, importancia cultural y emocional. España es una sociedad abierta que ofrece un inmenso abanico de oportunidades turísticas, para que cada visitante disfrute de una experiencia propia, personalizada, única, que le enriquezca personalmente y con la que pueda regresar a su país de origen siendo también embajador del nuestro.
En los años 60 y 70 del siglo XX, el turismo fue decisivo para la transformación económica y social de España, transformación que se consolidaría ya en la década de 1980. Por un lado, su desarrollo impulsó el acceso de millones de trabajadores del sector a niveles de bienestar nunca antes alcanzados. Por otro lado, promovió el cambio de actitudes por influencia de los muchos turistas que nos visitaban. El turismo internacional fue, entonces, clave para España. Y décadas después, continúa siéndolo.
Hoy nuestro país es expresión de una sociedad moderna, abierta y tolerante, plenamente democrática, en la que los derechos y libertades están garantizados y plenamente integrados en la vida cotidiana y en las actitudes de sus ciudadanos. Estos rasgos de la sociedad española, unidos a un patrimonio histórico, cultural y natural extraordinario, a un clima magnífico, así como a sus infraestructuras y servicios de calidad han convertido al nuestro en un país líder mundial en turismo, en concreto el segundo más visitado del mundo.
Al mismo tiempo, el turismo se halla inmerso en un profundo proceso de cambio impulsado también por las transformaciones que se están produciendo en las sociedades en las que tienen lugar.
El turismo, en este siglo XXI, debe abordar nuevos desafíos; debe acompañar el reto de la lucha contra el cambio climático, la descarbonización, la sostenibilidad ─tanto medioambiental como socioeconómica─, la digitalización de los servicios, la integración y el respeto en las comunidades que lo acogen.
Señoras y señores, termino ya mis palabras reconociendo, sin duda, la complejidad que presentan todos estos retos y desafíos. Pero también reconociendo de manera clara el papel de la OMT para abordarlos, porque su apoyo y su dirección son cruciales en este empeño.
Como señalé antes, en los próximos días abordaréis cuestiones estratégicas para el sector. Os animamos a continuar el extraordinario trabajo de la Organización en favor del turismo y a seguir con la historia de éxito iniciada desde su sede en Madrid hace más de 40 años. A todos nos une este mismo objetivo. Y a todos nos une también el deseo de que el turismo recupere pronto su impulso, su vitalidad y su capacidad de generar crecimiento y empleo.
