I
t is indeed a pleasure to share with you this occasion and to celebrate the close ties between the United States and Spain. It is clear that we are all once more on the same boat, one that cruises with the goal of further improving relations between our two countries, but also that they are already excellent. Something that surely makes us feel proud and happy.
Allow me to thank the organizers for their kindness in inviting the Princess and myself to this 17th edition of the USA-Spain Forum. It is particularly gratifying for us because we closely follow the work of the Forum, we strongly believe in its benefits and potential, and have actually participated in several of its meetings, including last year?s edition in Oviedo. Although I have to say, this is the first time we have had the chance to take part in it on this side of the ocean. I?m glad this brings us to Jersey, also the first time for us, Senator, so thanks for that too.
Somos muy conscientes de que este encuentro es fruto del trabajo de muchas personas. A todas ellas les felicitamos por adelantado, estamos seguros que el resultado será magnífico y les agradecemos sus esfuerzos, ejemplo de convicciones y esperanzas que compartimos. Deseo también expresar mi especial gratitud al Senador Robert Menéndez y a D.Juan Rodríguez Inciarte, sin cuya visión y dedicación estos eventos no serían posibles. El de esta noche cuenta con una participación muy notable de autoridades y empresarios, circunstancia que le confiere un carácter excepcional. Esésta una maneraóptima de ilustrar e impulsar un nivel de relaciones que, siendo ya muy alto, puede todavía crecer si somos capaces de aprovechar las grandes posibilidades que ofrece nuestra comunidad de valores y aspiraciones.
El Senador Menéndez ha tenido por su parte el acierto de elegir para la realización de nuestro encuentro las ciudades de Jersey y Hoboken, en el Estado de Nueva Jersey al que representa en el Senado de los Estados Unidos. Nos encontramos a orillas del río Hudson, en frente de Manhattan, cerca del puerto de Nueva York, a muy poca distancia de la Estatua de la Libertad y de la isla de Ellis, primera tierra americana que pisaron durante más de un siglo millones de emigrantes.
Freedom, democracy and the rule of law constitute the essence of the United States of America. These are principles we share. And we are committed to their defence as a nation and a society. European immigrants came to New York seeking a better economic future, but they were also attracted by the prevailing freedom. Germans, Italians, Irish and others preceded the arrival of Hispanic and Asian immigrants. Their cultural backgrounds may have been different, representing diverse beliefs, values, experiences, languages and traditions, but they all came to enrich the core essence of this nation, and their desires for freedom, justice and progress were identical and have made your country even greater.
The liberal tradition not in the Partisan sense has brought our two countries closer. This year we commemorate the second centenary of the 1st Spanish Constitution (1st trans-continental one too!), our Magna Carta that was applied throughout the extensive Hispanic world and later provided an important point of reference for a number of constitutions both in Europe and the Americas; just as the Philadelphia Constitution did for the Anglo-Saxon world. Both Constitutions can receive, with equal justice, the adjective "liberal", a word created by Spanish political thinking and then adopted by other languages, with its profound and noble semantic message.
Upon these foundations we have built the framework of our bilateral relationship in all fields: politics, diplomacy, defense and security, culture and, of course, trade and investment. The sessions and discussions that will take place tomorrow will be dedicated to some of the areas of greatest bilateral interest, such as infrastructure and transport.
This Forum represents an excellent opportunity to convey a message of confidence to both business communities. In this respect, let me highlight that the recently-published report by the Business Competitiveness Council has examined the solvency levels of the Spanish economy and has predicted a very promising future. And for as difficult as the current economic moment may be, for Spain and the whole of the EU (or Euro-zone), we should not forget that it is precisely in these times when it is even more necessary for us to address, without delay, new and more ambitious goals in our quest and determination to achieve greater budgetary stability, together with economic growth. Spain is doing its homework and the base of the real economy is strong.
No quiero terminar mis palabras sin mencionar la cooperación en Iberoamérica, en muchos de cuyos países los EE.UU. y España ocupan los primeros puestos de la clasificación de inversores directos extranjeros. En esta región se abre un espacio tan grande en extensión como generoso en oportunidades para que nuestras empresas puedan compartir con las firmas locales conocimientos, capitales y tecnología de forma que los abundantes recursos naturales latinoamericanos se traduzcan en oportunidades de crecimiento y desarrollo para sus poblaciones y en beneficios para nuestras respectivas comunidades de negocios.
Parte de nuestra agenda común en el espacio Iberoamericano debe ser también la promoción de la seguridad jurídica, la claridad de los marcos reguladores y, en definitiva, la vigencia de los principios que la Unión Europea y los Estados Unidos hemos aprobado conjuntamente para universalizar la cultura de la transparencia y la legalidad en las inversiones internacionales.
Quiero resaltar también en esta ocasión la creciente presencia del mundo hispánico en la vida de esta gran nación; se trata de una realidad creciente, que no pasa desapercibida y no puede ser ignorada. Hemos visto y oído y sentido muchos ejemplos de ello estos días, en un país que vio llegar a los primeros europeos, los españoles, a las costas de Florida hace 500 años, efeméride que celebraremos conjuntamente en 2013.
Asimismo, queremos renovar el interés de las instituciones españolas por la creación de un Museo Nacional sobre la comunidad y herencia hispana, así como el apoyo a la preparación y promoción de una próxima candidatura a Patrimonio Mundial de la UNESCO de las Misiones franciscanas de San Antonio en Texas. Este componente hispano cada vez más pujante de la realidad estadounidense refuerza nuestros vínculos y ofrece una oportunidad históricaúnica tanto para facilitar nuestra interrelación cultural y económica, como para afrontar retos comunes o compartidos.

I raise my glass to propose a toast to the long lasting friendship between the United States and Spain and to a further prosperous future of our relations.
