Señor Presidente,
Quiero agradeceros de corazón la generosa hospitalidad y las muchas atenciones que me habéis brindado en mi visita a la India, así como vuestras afectuosas palabras, llenas de amistad, dedicadas a España. Se trata de un sentimiento que es recíproco y que me alegra profundamente poder transmitir, a través de Vuestra Excelencia, a toda la nación india.
En esta ocasión tengo además la oportunidad de expresaros personalmente mi felicitación por vuestra elección como Presidente de la democracia más poblada del planeta.
India es un país con un protagonismo destacado en el mundo, no solo por su peso económico y su importancia geopolítica, sino también por la calidad de sus gentes, su rica y diversa tradición cultural y su profunda espiritualidad.
Efectivamente, vuestro país ha sido objeto de atracción y admiración a lo largo de la historia; un referente permanente e insustituible en el imaginario de muchos pueblos del mundo desde la Antigüedad y hasta nuestros días. España no ha sido una excepción a esos sentimientos de respeto, simpatía y deseo de acercamiento.
Como es sabido, el inicio de la vinculación histórica de mi país con el continente americano estuvo directamente relacionado con el deseo de establecer sólidos lazos con la India. Lazos políticos que no dejaron de explorarse durante siglos, desde la embajada enviada a estas tierras por mi antepasado el Rey Felipe III, hasta los tiempos presentes.
También debemos subrayar los fuertes vínculos sociales, culturales y religiosos forjados en el Siglo Dieciséis por el jesuita San Francisco Javier, enterrado en la ciudad de Goa. No olvidamos tampoco la figura del recordado Vicente Ferrer que, en nuestros días, representa un ejemplo del más elevado altruismo desde su firme compromiso con los más desfavorecidos de la India.
Señor Presidente,
Este viaje me permite comprobar cómo nuestros dos países han tomado la firme decisión de caminar juntos para desarrollar nuestras capacidades y enriquecer nuestras visiones y esfuerzos con el objetivo de crear un mundo mejor para todos.
Desde mi último viaje de Estado a la India, en 1982, muchas realidades han cambiado profundamente.
España es hoy un miembro esencial de la Unión Europea y una de las mayores economías europeas, la cuarta de la eurozona, con empresas líderes a nivel mundial. En estos años la India se ha abierto al mundo de un modo extraordinario convirtiéndose en una potencia de primer orden cuya voz responsable es requerida y escuchada.
Su auge económico ha sido un fiel reflejo del dinamismo de sus gentes y de su acierto al aprovechar las oportunidades que ofrece el creciente proceso de globalización. España y la India han sabido adaptarse a un mundo en constante movimiento, aportando innovación y flexibilidad, talento y trabajo. Y lo estamos haciendo con la fuerza que nos proporcionan nuestras raíces, historia y cultura y desde los altos principios que nos inspiran.
Me refiero al respeto a los derechos humanos y las libertades fundamentales, a la solidaridad y al sentido de justicia, valores que India ha defendido desde su lucha por la independencia bajo la inspiración del Mahatma Gandhi.
A partir de estas bases podremos establecer la más firme colaboración sustentada también en la labor de nuestras empresas, motor de nuestras economías e impulsoras del bienestar de nuestros ciudadanos.
Señor Presidente,
Me acompañan en estos días los Ministros de Asuntos Exteriores y de Cooperación, de Defensa, de Fomento y de Industria, Energía y Turismo. Su presencia es testimonio de la prioridad que concede mi Gobierno a las relaciones con la India y del interés en forjar una agenda de trabajo en beneficio mutuo en áreas vitales para la prosperidad de nuestras sociedades.
La India es un socio fundamental para garantizar la paz y la estabilidad tanto en esta región como a nivel internacional. Nuestra colaboración en misiones de mantenimiento de la paz y en la lucha contra la piratería es para nosotros buena prueba de ello.
En este sentido confiamos en poder desarrollar proyectos conjuntos que resalten el gran potencial de nuestra cooperación en materia de defensa, aprovechando las importantes capacidades de la industria española.
Con ocasión de esta visita se han firmado acuerdos y memorandos de entendimiento que subrayan una hoja de ruta y que abren nuevos espacios y oportunidades de crecimiento.
Asimismo, forman parte de nuestra delegación presidentes y altos directivos de empresas españolas líderes en sectores como las energías renovables, las telecomunicaciones, el tratamiento de aguas y residuos o las infraestructuras —en particular las ferroviarias y la alta velocidad.
Su presencia subraya la labor que vienen realizando en este país y su decidida apuesta por compartir proyectos con sus contrapartes indias. Esperamos que las empresas españolas puedan participar activamente en el desarrollo económico y tecnológico de la India y que las firmas indias inviertan en España, como he tenido ocasión de subrayar en los encuentros que he mantenido en Mumbái y Nueva Delhi con empresarios de su país.
Los encuentros empresariales celebrados estos días en Mumbái y en Nueva Delhi constituyen hitos en este camino que hemos decidido recorrer juntos.
También quiero subrayar en este sentido las importantes y fructíferas reuniones mantenidas hoy con el Señor Primer Ministro así como con otras autoridades de la India.
Señor Presidente,
En estos momentos de incertidumbre, con el riesgo de una desaceleración de la economía mundial, tenemos la obligación de abordar los desafíos con la mayor determinación.
El Gobierno de España ha tomado medidas para reducir el déficit público y está acometiendo reformas estructurales con el objetivo de adecuar el mercado laboral a las necesidades actuales.
Con el esfuerzo y el sacrificio de nuestros ciudadanos se está reduciendo el déficit de la balanza por cuenta corriente y la deuda pública y se está produciendo una mejora de la productividad y la competitividad.
Al mismo tiempo en la Unión Europea hemos decidido emprender un proceso de integración más intenso, avanzando hacia una unión bancaria, fiscal, económica y política de la cual saldremos más fortalecidos.
Es evidente que en un mundo globalizado debemos ser capaces de ofrecer liderazgo, una visión de futuro y esperanza para nuestros jóvenes.
Señor Presidente, Señoras y Señores,
Estoy seguro de que en esta singladura España y la India sabrán caminar juntas y contribuir al mayor progreso económico en beneficio de nuestras sociedades.

Please accept my sincere appreciation for your kind hospitality and the many courtesies you have given me during my visit to India, as well as for your kind words, of genuine friendship, dedicated to Spain. This is a mutual feeling and one that I am delighted to convey, through Your Excellency, to the entire Indian nation.
On this occasion, moreover, I have the opportunity to express my personal congratulations on your election as President of the most populous democracy in the world.
India is a country that does play an outstanding role in the world, not only because of its economic and geopolitical importance, but also because of the quality of its people, its rich and diverse cultural tradition and its profound spirituality.
Indeed, your country has been the object of attraction and admiration throughout history, a permanent and irreplaceable point of reference in the minds of peoples all over the world, from antiquity to the present day. And Spain is no exception to these feelings of respect, affection and the wish to know India better.
The beginning of the historical connection between my country and the Americas was directly related to the goal of forging strong ties with India. And these ties have remained for centuries, since an ambassador was sent to this country by my ancestor, King Felipe III, until the present day.
Let us also recall the strong social, cultural and religious attachments created in the sixteenth century by the Jesuit Saint Francisco Javier, who is buried in the city of Goa. Another outstanding figure is that of the well-remembered Vicente Ferrer, who in contemporary times represented the very highest altruism, with his unshakeable commitment to the least favoured classes in India.
Your Excellency,
This visit has shown me that our two countries have taken the resolute decision to join forces and advance together, developing their capabilities and enhancing their understanding and effort in order to create a better world for all.
Since my last State Visit to India in 1982, many realities have changed profoundly.
Spain is now an essential member of the European Union and one of the largest European economies, the fourth largest in the Eurozone, and its companies are world leaders. In these same years, India has opened its doors to the world in an extraordinary way, transforming itself into a first-rate power, whose responsible voice and opinions are called for and listened to with attention.
The economic boom that India has enjoyed is a true reflection of the dynamism of its people and of its ability to grasp the opportunities offered by the rising tide of globalisation. Spain and India have been capable of adapting to a world on the move, contributing innovation and flexibility, talent and hard work. And they are doing so with the vigour obtained from their roots, their history and culture, and from the high principles that inspire them.
Human rights and fundamental freedoms, solidarity and justice are values that India has championed since its struggle for independence under the inspiration of Mahatma Gandhi.
On these foundations, we shall establish a strong partnership, one also supported by the work of our companies, which are the driving force of our economies and the creators of the welfare of our people.

In this visit, I am accompanied by the Minister of Foreign Affairs and Cooperation, the Minister of Defence, the Minister of Development and the Minister of Industry, Energy and Tourism. Their presence is testimony to the high priority my government attaches to relations with India and to our interest in forging a working agenda for mutual benefit in areas vital to the prosperity of our societies.
India is a key partner in ensuring peace and stability, both in this region and further afield. Our collaboration in peacekeeping missions and in combating piracy constitutes a clear example of this.
In this respect, we hope to joint projects highlighting the great potential we have for cooperation in defence matters, taking advantage of the significant capabilities of Spanish industry.
On the occasion of this visit, we have signed agreements and memoranda of understanding, setting out a roadmap and opening up new spaces and opportunities for growth.
Furthermore, among our delegation are chief executives and senior officials of leading Spanish companies in sectors such as renewable energy, telecommunications, water processing, waste treatment and recovery, and infrastructure, especially conventional and high speed rail.
Their presence highlights the work these firms are carrying out in India and their firm commitment to share projects with their Indian counterparts. We hope that Spanish companies will take an active part in the economic and technological development of India, and that Indian firms will invest in Spain, as I have emphasised at meetings in Mumbai and New Delhi with Indian business leaders.
The business meetings in Mumbai and New Delhi are significant milestones along this path we have decided to take together.
In this respect, let me also point to the important and very fruitful meetings held today with the Prime Minister and with other Indian officials.

In these uncertain times, with the risk of a slowdown in the global economy, we must address the current challenges with the utmost determination.
The Government of Spain has taken steps to reduce the deficit and is undertaking structural reforms in order to adapt the labour market to present needs.
Thanks to the hard work and sacrifice of our citizens, the current account deficit and public debt are being reduced, and productivity and competitiveness are improving.
At the same time, within the European Union we have decided to work to achieve closer integration, moving toward a banking, fiscal, economic and political union, a process that will further strengthen us all.
Quite clearly, in a globalised world we must provide leadership, vision and hope for our young people.
Your Excellency, Ladies and Gentlemen,
I have no doubt that on the road before us, India and Spain will walk along together and achieve excellent economic progress, to the benefit of both countries. With this conviction, I raise my glass in a toast to President Mukherjee, to the prosperity of our nations and to an even closer friendship between our peoples.
