Ms María Dolores Ocaña Madrid was born in Madrid on 29 April 1973.
Having obtained a degree in Law from the Complutense University of Madrid in 1996, she entered the State Legal Service as head of Service in Zamora in 2003.
In Madrid she continued her professional career as a deputy in the Legal Service of the Ministry of Agriculture, Fisheries and Food, a position she held from 2005 to 2013. From 2013 to 2016 she served as head of the State Legal Service for matters brought before the Central Administrative Courts of the National High Court, subsequently working as Legal Service Coordinator at the Government Delegation in Madrid from 2016 to 2018. In said position she also served as an advisor to the Delegation of the Ministry of Finance and the Tajo Hydrographic Confederation.
From June 2018 until January 2020, she was Under-Secretary for Agriculture, Fisheries and Food. In her role as Under-Secretary she served as President of ENESA (the State Entity for Agricultural Insurance), and as a member of the board of directors of SEPI (the state-owned industrial holding company). She stewarded the companies of the Tragsa Group and SAECA and undertook coordination duties at the Ministry’s other public enterprises (SEIASA, MERCASA, CETARSA) with the Ministry of Finance and with SEPI.
From January 2020 until April 2024 she served as Head of the State Legal Service at the Ministry of Education and Vocational Training (which has also includes the Sports portfolio since November 2023).
At her different posts in the State Legal Service she has provided legal advice to a number of different public sector entities through the corresponding collaboration agreements: Head of Legal Assistance to SEIASA (the State-owned company for Agricultural Infrastructure), Head of Legal Assistance to AESA (the National Aviation Safety and Security Agency), Head of Legal Assistance to ENRESA (the Radioactive Waste Management Agency), ADIF, Head of Legal Assistance to the national art gallery Museo Nacional Centro de Arte Reina Sofía and the Fundación Secretariado Gitano, a non-profit that promotes equal opportunities for Roma in Spain and throughout Europe.
She also has substantial experience serving on the boards of directors of public enterprises, including as a board member of SEITT (the State-owned company for land transport infrastructure), as a board member and previously as secretary to the board of directors of ENISA (Spain’s national company for innovation), as a board member of TRAGSATEC and as secretary to the board of directors of TRAGSEGA.
She has been a reporting judge of the Central Administrative Court of Contractual Appeals.
She is married and has three children.
Ms María Dolores Ocaña Madrid was appointed head of the Secretariat of Her Majesty The Queen by Royal Decree 433/2024 of 29 April.
