Ms Carmen Castiella Ruiz de Velasco

DIPLOMATIC ADVISOR OF THE HOUSE OF HIS MAJESTY THE KING

Born in Bilbao in 1972, she has been a diplomat since October 1999.

With a degree in Economic Law from the University of Deusto, she completed her academic studies with a Master's in European Communities and Human Rights from the Pontifical University of Salamanca, a Master's in International Business Law from the Instituto de Empresa, and a Diploma from the IESE Public Management Leadership Programme.

She was posted to the Embassies of Spain in Guatemala (from 1 August 2001 to 31 July 2004) and France (from 1 August 2004 to 31 July 2008), as well as to the Permanent Representation of Spain to the United Nations in New York (from 1 August 2012 to 31 July 2017).

In Spain she has been an advisor at the Security and International Policy Department of the Office of the Presidency of the Government (from 1 August 2008 to 31 January 2011) and at the Office of the State Secretary for Foreign Affairs (from 1 July 2000 to 31 July 2001). She has also been head of the Department of Cooperation with Central America, Mexico and the Caribbean (from 1 February 2011 to 31 July 2012), and subsequently from 1 August 2017 to 31 August 2021, Director of Cooperation with Latin America and the Caribbean of the Spanish Agency for International Development Cooperation until 1 September 2021, on which date she was appointed Ambassador of Spain to the Republic of Paraguay.

She was appointed Diplomatic Advisor of the House of His Majesty the King by virtue of Royal Decree 1216/2024 of 29 November 2024.
